The author of this speech, José Miguel Ramirez, was a colonial representative from Mexico in the Spanish Cortes. The work comprises an appeal to reform the Spanish Constitution so that it might function more effectively in Spanish America. A very interesting, last-ditch plea that died after leaving his pen, as Mexico achieved independence just three months after he gave this address in June 1821.
