Simon Bolivar and his Vice President Francisco Santander attempt to bring up to date the Colombian Congress on the country's debt crisis in 1826. In that year, the country defaulted on its foreign debt in great part due to the worldwide financial panic that began the previous year. The English bank B.A. Goldschmidt, which provided large loans to the Colombian government, collapsed because of the panic, and left Colombia unable to finance its debt. The present work provides documents regarding the situation, the problems now facing the nation, and the dire international banking crisis.
