In early 1832, the Mexican garrison at Veracruz, under the command of Antonio Lopez de Santa Anna, began a revolt that sought to oust the conservative, military government of President Antonio Bustamante. They were ultimately successful, and overthrew Bustamante and installed the more liberal Gomez Pedraza by the end of the year. This pamphlet, published at San Luis Potosi in April 1832, prints the outrage of the Jalisco state government at the violence engulfing the country. The text begins by demanding, "una amnistía total para los individuos que hayan tomando parte en los movimientos dirigidos...y las garantias sufficientes de las vidas y propridades de dichos individuos." They go on to strongly criticize Santa Anna, in part saying that, "Ha sido un error lamentable -- el creer que los elementos de la revolucion principiada en la plaza de Veracruz, estaban reconcentrados en este punto." Throughout, the writers present a dramatically grim view of Mexico:
"La historia del ministerio está escrita con la sangre de los mejicanos. Los rasgos que la distinguen están marcados con el destierro y la muerte.... Las garantias individuales, han sido hoyadas á la española. La administration de justisia esta sujecta del poder, antes que á las leyes y á la innocencia. Las autoridades supremas de los Estados han sido entregadas lo mismo sistema federal, al hasío y deseafreno de la fuerza armada. Todo en fin ha sido retrogradacion, destruccion, desolacion y muerte."
