Scarce pamphlet comprising part of the discussion in Mexico during the 1830s concerning the power and wealth of the Catholic Church. In early 1834, Lorenzo de Zavala proposed that the government take possession of church properties to reduce their number and to use proceeds from their sale to service the national debt. The present work, a dictamen by several other federal representatives, debates and puts forward a plan for how the proposed law might be enacted. The pamphlet also includes a discussion of another proposal for the establishment of a commission on public credit, which was intertwined with Zavala's proposal. A law to secularize the missions of California was eventually passed in August 1834 as a part of the same effort.
