A scarce 1837 decree from acting President of Mexico, José Justo Corro, regarding the structure of repayment for foreign debt to Great Britain. The country had a long history of maintaining strong ties with Mexico with the hope of holding back further expansion of the United States, and although they did not officially support Mexico against the Texans, they provided substantial financing. The Mexican government here establishes, "Un fondo nacional consolidado al cinco por ciento de interés al año, con el único y determinado objeto de convertir en su totalidxad la deuda extrangera." It further promises as collateral, “Cien millones de acres de tierras valdías en los Departamentos de Californias, Chihuahua, Nuevo México, Sonora y Tejas." The debt was to be fully paid to the British government by October of 1866 with London financial firm Lizardy & Co. acting as agents. Signed in print by the head of the Ministry of Finance, Ignacio Alas. OCLC reports just three copies at Baylor, University of North Texas, and Yale.
