Scarce broadsheet decree promulgated on April 7, 1843, in which Santa Anna orders an increase in import tariffs to fund military operations during a rebellion in the Yucatan and renewed hostilities against Texas. The first of seven articles printed here states that, "Durante la guerra que actualmente sostiene la nacion con los sublevados de Tejas y los disidentes de Yucatán, se aumenterá un veinte por ciento á los derechos de importacion que se cobran en la actualidad por el arancel de 30 de abril del año proximo pasado." The remaining article elucidate additional tariffs and other taxes to support the ongoing military efforts. The autumn of 1842 and winter of 1843 saw numerous small battles in South Texas and along the Rio Grande, which culminated in Texan Mier Expedition in December 1842. The Yucatan, meanwhile, had again proclaimed its independence from Mexico in 1841, and Santa Anna has launched an invasion of the peninsula in mid-1842. The month following the promulgation of this decree saw the naval Battle of Campeche, in which a combined Texan-Yucatan fleet defeated Mexican steamships off the coast of the Yucatan capital.
