Rare and extensive decree that sets forth the administration and regulation of agriculture and related taxes by the federal government in the individual states and departments of Mexico, promulgated on April 17, 1837. The first six articles announce he new system of treasury offices and officers, reading in part:

"La direccion, administracion, y distribucion del erario nacional, se verificará en los Departamentos, desde la publicacion de este decreto, bajo la responsibilidad de los funcionarios que en él se designan: cesan en consecuencia los efectos del decreto de 9 de Enero de 1836, que prohibió alterar el método de recaudacion y cuentas de las rentas de los Departamentos.... Se establicerán en cada Departamento gefes superiores de hacienda con las atribuciones que se designan en este decreto. A ellos estarán subordinados todos los empleados de hacienda de sus respectivos distritos, en los casos y modos que se expresarán...."

The remaining eighty-six articles of this lengthy decree delineate in great detail the organization of the treasury offices to be established in each state, the officers and employees required to staff them, the extent of their rights and authority, and regulations for the imposition and collection of taxes and revenue by these offices. An important law that officially systematized federal revenue collection in Mexican states, following the government's difficulties in Texas during the prior year.
