In response to the pocket rebellion in Oaxaca in 1823, Minister Lucas Alaman explains the nature and necessity of the rule of law and supremacy of the national constitution. Oaxaca declared its independence following the abdication of Iturbide and the approval of the Plan of Casa Mata in spring 1823, but the brief uprising was quickly put down by the appearance of federal forces. "Es incontetable que la Soberanía reside en la Nacion; pero de este principio no se sigue qur cada seccion de ella tenga la facultad de alterar las leyes constitutivas que la totalidad reconoce, y de desobedecer las órdenes de un gobierno legitimamente establecido...."
