A political "casualty" of the Mexican-American War addresses his "amigos" in the Mexican Congress. Ignacio Serra y Rosso was a sycophant of Santa Anna, who gave the eulogy at the state funeral for the dictator's amputated leg, lost in the Pastry War. During the Mexican-American War, he was Secretary of the Interior during the Revolt of the Polkos episode, and was blamed for several other failures during the disastrous conflict as well. With the present policy statement on taxes and import tariffs, Sierra attempted to recoup his reputation with his old friends in government, and to snag himself a new post in the maritime customs office.
